No. Fire Control System triggers after you perform the attack, so its lock cannot reroll that attack's dice. It can be used on a later attack, such as one granted by Gunner, Luke Skywalker or a second Cluster Missiles shot. It triggers after any attack, including secondary weapons such as torpedoes.
