Both can be used in one attack as long as the lock from Fire Control System is placed on the attack's target; Weapons Engineer then adds a lock on a different ship. If the attack destroys the defender there is nothing left to lock, so Fire Control System gives nothing and Weapons Engineer cannot trigger. One player disputes this, arguing it depends on when the attack counts as performed; no official ruling.
