Do hit effects still trigger on Lt. Blount's attacks when no damage gets through?

Yes. Blount counts as hitting whenever he attacks, so effects keyed to a hit (the defender losing Stealth Device, ion or stress effects from missiles) still happen even if every hit is cancelled. For the same reason Munitions Failsafe is nearly useless with him: the weapon is never saved by missing.
