Can Gunner or Luke fire after a Cluster Missiles volley, and can it fire twice?

After the FAQ change that made Gunner and Luke optional ('may'), you can either fire the Gunner/Luke attack after the first missed volley, which ends the ship's attack, or take the second volley and use Gunner only if that also missed. Gunner can never trigger twice.
