If the first Cluster Missiles attack destroys the target, does the second attack happen?
No. A reply relayed from FFG says the ship's turn is treated as finished once the first target is destroyed, even when the target remains because of the Simultaneous Attack Rule. A target lock means both volleys must go at the locked ship.
