Are bomb and mine effects attacks, can they be evaded or rerolled, do shields absorb them, and do they hit friendly ships?

Bomb and mine effects are not attacks. There is no defense roll, so the damage cannot be evaded, and attack-dice modifiers cannot be used (a proximity mine rolls its dice for damage, which cannot be modified). Shields absorb the damage first and the rest is dealt as normal damage; only effects that deal a faceup card directly, such as the Proton Bomb, skip shields. Every ship under the template or token is hit, friendly ones included.
