Yes to the first — until repaired it is only restricted to speed 1 or 2 maneuvers and cannot flee; it can still attack and take actions. The Disabled ship is one of the Rebel player's own ships: with the preset list that is Luke Skywalker, with custom lists the Rebel player picks any of his ships.
