Yes. A forum poster relayed an answer from FFG that Swarm Tactics effects can be chained, because abilities with the same timing resolve in the order their owner chooses: Wedge can raise Luke's skill and Luke can then raise a third ship's. Other players agree, with the limit that each use passes the skill to only one other ship and never forks to two. The raised skill lasts to the end of the Combat phase. This is a second-hand relay, not a posted official ruling.
