Two separate attacks against the same target, each with its own defense roll. Cluster Missiles work only at Range 1-2, replace the primary attack, and need a target lock, which is spent. As a secondary weapon there is no Range 1 bonus die. The first attack is fully resolved (damage included) before the second, and a focus token can be spent only once, so it is not available again for the second volley if used on the first.
