Players cite the Living Rules Reference and the databank cards; delivery needs a roll only where the cargo card says so.

Illegal cargo needs a die roll only where its card says so. A hit delivers it; a crit is not a hit. On a failure follow the databank card, such as card #1, and you keep the cargo.
