How do you count 'within X spaces' for abilities?

Count movement points a small figure would need, ignoring extra costs and figures and impassable terrain, but not through walls, doors or blocking terrain. Line of sight is not required unless the card says so. The user's own space is zero spaces away, and a figure is friendly to itself, so 'friendly figure' effects can target the owner unless they say 'another'.
