Can Twin Shadows Heavy Stormtroopers be used as open groups in the core campaign, and do I need the expansion for Boba Fett?

Yes: Heavy Stormtrooper is not a Stormtrooper group, so their component limits are separate. Boba Fett's small box is enough for the figure, but his campaign mission probably needs map tiles from Twin Shadows.
