Can a figure attack more than once in a skirmish?

Not by default. A figure with a Deployment card may use only one of its actions to attack per activation, but that one action can contain several attacks (Brutality is an example). Abilities that say otherwise, such as Assault or Fenn Signis's skirmish card, override the limit as printed.
