The deck has 15 Command cards whose total cost is 15 or less, and each card's printed restriction icons cap its copies. Every copy is paid for separately. Deployment cards (plus Skirmish Upgrades) are budgeted separately, to the 40-point army size used by the Skirmish Guide.
