Can a hero take the Rest action with no strain, and does it heal damage?

Yes. Rest recovers strain equal to the hero's Endurance, and any recovery beyond the strain he actually has heals damage instead, so a hero with no strain can rest purely to heal wounds. Rest is a hero-only action and can be taken more than once per activation.
