Not immediately. Deploying and reinforcing cost threat and happen in the Status Phase or during an optional deployment from a mission event. Reinforcing places one figure of a group that still has a figure on the map; a wholly defeated non-unique group returns to the Imperial hand to be deployed again at full cost. Unique groups (villains) are gone for the mission.
