Can recovering strain heal damage when a hero has no strain?

Yes, for heroes in a campaign. If a hero recovers more strain than he has, he recovers 1 damage for each strain he cannot recover. This applies to Rest, the Recover keyword and the surge for strain. Non-hero figures never have strain.
