How do Imperial figures work through the app's instruction lines?
From top to bottom, one line at a time; a line that can't be carried out (no valid target, no line of sight) is skipped, and a figure never repeats a line or performs a second attack-action line in the same activation. When a named target can't be attacked the figure falls back to the closest Rebel figure that meets the criteria. Rebel allies count as Rebel figures.
