Why can one figure shoot another that cannot shoot back?
The official Rules Reference Guide states this.

Line of sight is traced by the attacker, and a wall or figure can block the return lines while leaving the attacker a valid pair of lines. The Rules Reference says this is intended (a figure leaning out of cover). There is no separate cover rule, only this implicit effect.
