Does the four-Agenda-card limit in Jabba's Realm count cards in play?
Yes. The cap covers Agenda cards in hand plus those in your play area combined, and if an Imperial Upgrade Stage ends with more than four you discard down to four. In other campaigns there is no such limit unless you use it as a house rule.
