Can the Rebels choose a Threat Mission instead of a side mission in Return to Hoth?
Yes. A Threat Mission can be taken as their side mission to remove its Bane and win its Boon; the Bane is discarded when that mission ends whoever wins, and threat missions are not replaced when won. A Boon returned to the box stays out for the rest of the campaign.
