Does Bleed resolve before Waylay after False Orders, and can Waylay hit allies?
Bleed resolves first: conditions share the timing of mission rules, which resolve before the hero's abilities. Waylay's two abilities share one trigger, so after False Orders resolves you choose one, perform it, then the other, paying each strain cost. It can target heroes and allies.
