When do the Zone Control markers reset, and how many spaces do the tracks have?

They go back to the bottom at the end of each Lucky Luciano payout, after Zone Control is resolved at the end of an Act, not after each round. Each track has three spaces above the start; the larger zone icon space is not really a space but can be used if needed.
