When and where can I play my City tiles?
Only by sending a Capo to the Restaurant and choosing 'Play up to two City tiles' as one of your two different actions. Tiles come only from your own Operations board, not from the display, and tiles you gain while playing may be played in that same action. You cannot interrupt the action midway to do something else, such as playing an Operations card.
