Can I do the Setup Round steps in any order, for example play my Operations card before opening a Speakeasy?

No. Follow the Setup Round steps in the printed order: pay for and place your Stills or Speakeasy, take the City tile, gain the building's benefit, and only then play your Operations card. A bonus from the card cannot be used to improve an earlier step.
