When I play an Operations card in the Setup Round, do I get its action (such as Get Protection) as well as its benefit?

No. During the Setup Round you gain only the benefit above the dashed line on the card, not the action below it. So you cannot use Get Protection, sell, produce or move trucks from the card during setup, and you do not draw a card afterwards.
