Why does setup say to reveal the Cop District tiles and then place them face down?
The designer answered this directly in the official FAQ or a forum reply.

You flip them so you can see which district each belongs in, then lay them face down on that district's Cop space. Afterwards you can tell the tiles apart by their backs. The four face-up Cops start in play; the face-down ones arrive during the Lucky Luciano phases, so every district ends up with a Cop.
