Does picking up and delivering in the district where my Truck already is cost movement?
The designer answered this directly in the official FAQ or a forum reply.
No. Loading from your Operating Stills or a Rum-runner ship and unloading at an Operating building in the Truck's current district costs zero movement, as long as the buildings involved are Operating. Loading never costs movement at all, and you can load, deliver and reload repeatedly as long as range remains.
