Can I move my own Capo to the Park, or bump a Capo when the Park is full?

No to both. You exchange only with another player's Capo that is talking to someone outside the Park, and its owner must have a free Park spot to move to. When the Park (three Capos, two in 2-player) is full, no one can be bumped there.
