When I play an Operations card, in what order do the benefit and the action resolve?

Fixed order: replace any card already in that slot, place the new card, gain the benefit above the dashed line, then perform the action below it. A Family Member gained by the benefit can therefore be sent out by a Get Protection action on that same card.
