Can the Nightclub and Casino City tiles be used to upgrade a Speakeasy?

Yes. Those tiles let you open, take over or upgrade, paying the cost as usual. Early printings and some translations omitted 'upgrade' on the page 24 description, but the final English rules include it. Taking over means replacing a Mobster Speakeasy with that building.
