If I play a VIP Room card, does its own Leverage count for the Get Protection action on that card?

Yes. The new card is placed onto your board first, replacing any card in that slot (which is discarded), then its benefit is gained, then its Get Protection action runs with the new total. The Leverage on the card counts right away.
