Where does Jo place buildings, and does he pay or take over Mobster Speakeasies?

Jo uses the first open space in a district, left to right, then top to bottom. He pays nothing to build or take over, and can place a building where only Mobster Speakeasies remain; he pays only to defend in the Mob War. He cannot open in districts blocked at setup.
