When do I gain Infamy and the track bonuses from raising an Operations or Strength level?

Immediately, one step per level gained, and you gain any bonus you reach or pass at once. For a double increase you discard for the second, raise the track twice and then move Infamy twice. The bonus can pay for later costs on the same card, such as discarding the card it just gave you.
