Does the Golden Rule mean a non-operating building is removed from the board?

No. The building stays where it is, but while it is not Operating it gives you nothing. You cannot receive, produce, distribute or sell barrels with it, it cannot control a district, and it does not count for Zone Control or final scoring. It works again as soon as a Family Member protects it or no Cop is in its district.
