Do I gain a goal just by reaching it, or do I need to cook a book at the Restaurant?

Placing a book needs a Restaurant visit and the Cook the Books action for every goal type, including the Docks, City Hall, Central Park, Infamy and Zone goals. Only two players can claim a Zone Goal or Central Park goal (one in a 1-2 player game), because each goal holds a limited number of books. Infamy track bonuses like cards are gained simply by reaching the space.
