Do the City Hall goals count districts or Zones, and can all be in one Zone?
The designer answered this directly in the official FAQ or a forum reply.

They count districts: you need a Family Member protecting a building in at least 3, 5 or 7 different districts. There are only three Zones, so the buildings can all be in the same Zone. You cannot take both spaces of the same goal.
