Do I spend Strength, Goons, Leverage or pay my Associate to claim a Central Park goal that requires them?

No. You only need to have the amount. Leverage tokens are not spent, Goons are not returned or hired, and the Associate's strength counts without being paid. The strength goals use your potential maximum strength (yours plus Associate plus Goons).
