Does a Casino have to be Protected, or only Operating, to pay out when turn order changes?
The designer answered this directly in the official FAQ or a forum reply.
By the rules, only Operating. An Operating Casino is one with no Cop in its district or with a Family Member protecting it, and each pays $3 ($5 in a 2-player game) pocket cash at the end of a round when someone visited the Restaurant. The shield on the Casino picture at the Restaurant is a misprint of an earlier playtested rule. The designer says a group may agree before the game to require Protection instead, as the board shows, but that is a table choice.
