Where do Capos go when they return at the start of Acts 2, 3 and 4?

Back to their own spaces on your Operations board. They do not go to the VIP room, which holds only Family Members. In Act 2 you keep 3 Capos, in Act 3 you get 3 back, and in Act 4 you have just 1.
