Which parts of a turn are mandatory, and can I skip actions at a location?

Very little is mandatory. You must send a Capo each turn, and at the Restaurant you must discard a card and change turn order (with a second discard if the space requires it). Every other action, bonus and Helper card is optional, so you can skip, say, the free Goon or an Operations card's action.
