Game Setup
Add the following instructions to the indicated numbered steps in the basic game setup:

Take the "In-kind payment" Job card and shuffle it into the Jobs deck.

Replace the Neighborhood you placed in South Side District with the Chinatown Neighborhood.
Player Setup
If you are playing with the Red Dragons Tong gang, use the following instructions instead of the indicated numbered steps from the players setup:
- Place one of your Control markers on the Chinatown Neighborhood. Place one of your car or truck in that District. No other player can choose that District, and you cannot choose any other District.
Place 1 Opium Den tile in that District and 1 opium on it. Take the Opium Den #1 card and place it face up in your player area. Put the rest of the Opium Den cards face down and numerically ordered in a pile with the #2 card on top.
All other gangs from the basic game follow the regular step 23 from the basic game setup.
- Place the "Gun Supplier" and the "Opium Dealer" in your player area. The Red Dragons Tong gang does not have a basic Alcohol Supplier.
Place 1 gun in the Gun Supplier. All other gangs from the basic game follow the regular step 25 from the basic game setup.
Special Components
- 1 Angry Boss figure (only used when playing with the Bloody Business expansion)
- 21 Opium plastic tokens
- 7 Opium Den tiles
- 7 Opium Den cards
- 1 Chinatown Neighborhood
- 1 Opium Dealer
Opium Den Tiles
Certain Red Dragons Tong Gang members' skills allow you to place new Opium Den tiles in the Districts. There can only be 1 Opium Den in each District. New Opium Dens can only be placed in Districts adjacent to Districts that already contain 1 Opium Den. It is not necessary to control any Neighborhoods in a District in order to place an Opium Den there.
When you place a new Opium Den tile in a District, take the top Opium Den card from its pile and flip it over, placing it in your player area. If the Opium Den card you flip has the Right-Hand icon, you immediately obtain a new Right-Hand for your gang.
Opium Den Cards
During the Action phase of your Action turn, you can use face-up Opium Den cards' effects as if they were a skill in your Plan. After using an Opium Den card, flip it face down.
At the end of your Reorganization turn, flip face up all Opium Den cards with number equal or lower than the total amount of Opium Den tiles you currently have in the Districts, making them available to be used again.
Example card face (Opium Den #1), as printed:
Take opium from your Opium Dens and place it in Neighborhoods next to them. Those Neighborhoods get +2 defense for each opium on them.
During your Reorganization turn, spend all opium not stored in your Opium Dens.
Opium Tokens
Opium is a new kind of good, like alcohol or gun. Opium can only be stored on Opium Den tiles. Each Opium Den tile can hold up to 3 opium.
The Red Dragons Tong Gang board has an Opium Supply stat instead of Nightclubs. When you carry out a "Get Supply from Dealers" order to place 1 thug on the Opium Dealer, you receive the opium that dealer supplies plus the additional opium from the Opium Supply gang stat value. Place all obtained opium on your Opium Den tiles. If you don't have enough space on your Opium Dens to store the opium, the excess must be returned to your player area.
Other Considerations
- The Boss track on The Red Dragons Gang board does not contain Right-Hand icons. Instead, when the Boss miniature reaches those spaces, you gain the indicated amount of opium.
- The Red Dragons Tong gang cannot create Nightclubs, although they can gain control of Neighborhoods where there are Nightclubs and benefit from them.
- The "Dealers Supply" gang stat upgrade does not provide additional opium. In order to increase the opium supply from the Opium Dealer, you need to upgrade the "Opium Supply" gang stat.
- If you run out of opium tokens, feel free to use any replacement as a proxy.
