The rulebook names only Coins and Ronin as bribes; that other items are barred is the common reading, not stated text.

The rulebook provides for giving only Coins and Ronin tokens, and only during the Tea Ceremony and the Political Phase, not the War Phase. It lists nothing else, and players generally read that as meaning Victory Points, Season cards, Strongholds and the like cannot be traded; verbal promises are allowed.
