Rising Sun
What if only one player, or only two allies, have Force in a war Province?

With one player, they take the War Province token with no Battle. With only two allies there is no Battle either; the one with more Force takes the token (Honor breaks ties), and no reparations are paid. A Battle occurs once two non-allied players are present.
