Can Ronin be given as tokens of friendship during the Tea Ceremony?

Technically yes, since the rules allow Coins and Ronin to be given during the Tea Ceremony. In practice Ronin are discarded at Seasonal Cleanup, so players rarely hold any at that point; Coins are the usual gift.
