How does Mercy work?

Mercy lets you spare opponent figures you would kill, for 2 VP. Mercy stacks: with two copies you gain 4 VP for the same instance (relayed CMON reply). Spared figures are not killed, so they do not count for Imperial Poets, but they still count for Force.
