Rising Sun
When are Alliances formed, and do they carry into the next Season?
The Tea Ceremony section describes both points.

Alliances are formed only at the Tea Ceremony at the start of each Season, between pairs who both agree. All Alliances end when a Season ends, and no new ones form until the next Tea Ceremony.
