Does a machine's discount or range boost last the whole turn?
The designer said machine effects are instant and one-time, and the rulebook says they are temporary and do not affect range.

No. Machine effects are temporary and apply only to the single action you use them with; the discount does not persist until hibernation. A machine discount also does not reduce range cost.
