How does the Hofstadterian technology that removes extra book payments work?
The designer said the other players do not gain a book, and the rulebook waives the extra books.

You still pay the normal book cost of the technology you unlock, but nothing to other players on the location, and those players do not receive a book from the bank either. The '+meeple' reminder symbol applies only until the lower technology is unlocked.
