A card that gives a discount of 1 resource while in play applies when you perform Build, Explore or Populate. Players relay that the designer allows applying it to the total including range, but the rulebook says machine and workshop discounts do not reduce range, so treat range as separate unless your group agrees otherwise. The discount helps only the current transaction.
